Hs code for locks manufacturers

Locks generally fall under Chapter 83 of the Harmonized System. The most common codes include 8301.10 (Padlocks), 8301.30 (Locks for furniture), and 8301.40 (Other locks, such as door locks). For smart locks, it is critical to distinguish if they are classified under 8301.40 (mechanical focus) or 8517 (if the communication module is the primary function), as this affects import duties and regulatory compliance.

Buyers must evaluate the Security Grade (ANSI/BHMA Grades 1 to 3), where Grade 1 is the highest for heavy-duty commercial use. Key technical factors include cycle test durability (e.g., 800,000 cycles for Grade 1), fire-rating certifications (UL 10C), and material composition (solid brass or stainless steel 304/316 for corrosion resistance). For electronic locks, verify IP65+ waterproof ratings and AES-128/256 encryption for data security.

For the US market, compliance with ANSI/BHMA standards and UL safety listings is essential. For the EU market, locks must meet EN 12209 (mechanical locks) or EN 14846 (electromechanical locks) and carry the CE Mark. Additionally, ensure all components comply with RoHS and REACH directives to avoid hazardous substance restrictions during customs clearance.

Request third-party lab test reports (such as Intertek or SGS) focusing on salt spray testing (for rust resistance) and tensile strength. For bulk orders, implement an AQL (Acceptable Quality Limit) 2.5/4.0 inspection standard. It is highly recommended to source from suppliers on Made-in-China.com who hold ISO 9001 certification and offer factory video audits to confirm production capacity.

The primary risk is HS Code misclassification, which can lead to customs delays, fines, or unexpected anti-dumping duties. Some regions impose higher tariffs on specific metal goods. Always confirm the 8-digit or 10-digit commodity code with your local customs broker to ensure the duty rates and VAT are calculated accurately before shipping.

Utilize Secure Payment services provided by platforms like Made-in-China.com to protect your funds until the goods pass inspection. Negotiate a 30% deposit and 70% balance payment against the Bill of Lading (B/L). Ensure the contract includes a quality guarantee clause (typically 12-24 months) and specifies the remedy for defective rates exceeding 1%.

Locks are high-density, heavy cargo, which makes sea freight (LCL or FCL) the most economical choice. Ensure the packaging uses reinforced double-wall corrugated cartons and pallets with plastic wrap to prevent moisture damage during transit. For smart locks containing lithium batteries, you must provide a UN38.3 test report and follow IATA/IMDG regulations for hazardous material handling.

Monitor Section 301 tariffs (for US buyers) and Anti-Dumping Duties (ADD) which may apply to specific iron or steel fasteners and locking mechanisms. Regularly check for updates on Certificate of Origin (CO) requirements, as a Form E or Form F can significantly reduce tariffs under specific Free Trade Agreements (FTAs).
